When your sim learns the sea chanty or local gestures you may want to keep free will off as you could end up teaching locals from different destinations areas the local gesture of another and then you will not learnt the local gesture for the correct holiday destination. Also the sea chanty can get so annoying as they will randomly sing it and other sims may join in then you have the whole neighbourhood will sing it.

Just like in University you have to create a special lot (a hotel) with the use of a cheat.
Create a community or residential lot in the neighbourhood and build the hotel, then hold down Ctrl, Alt and C. The cheat box should come up, enter the following cheat:
