first get a fast car,like the cc.go to the north side of the river.At the far east side of the river there is a metal/tin looking wall. you want back up pretty far to get enough speed and you will go through the wall.there is like secret area and a ledge to fall to nothing.if you can't get it try going faster or hitting on the right side of the wall. need to go fast.
