Why is the maximum framerate in my games under Win2k and XP only 60 FPS?
    ANSWER

It is a bug in Win2k and Win XP where the frame rate is locked at 60 Hz in all games with Vsync on even though your monitor and video card is capable of higher refresh rates. This stems from an issue in DirectX which defaults to the lowest supported refresh rate instead of the highest. In recent driver updates, Nvidia has provided a fix for Direct3D but OpenGL games still suffer from the same problems. A further complication is that the refresh rate has to be set for each color depth and resolution setting.

A couple good utilities to fix this problem include RefreshLock and ReForce. The only caveat is that you have to know your monitor's specifications or have the proper INF file for it although ReForce attempts to help you identify your monitor.
