As title says, that or a bunch of games for my other systems. I tried looking up some things but I'm still curious about something. I know I need to upgrade it to play certain games, but, I've seen people wanting to downgrade it. Do I need to downgrade mine to play certain games? I have some other questions but want to get this out of the way first.

Downgrading is for "homebrew", or custom firmware.

You need to upgrade to play certain games, you'll need to downgrade to 1.50 to allow homebrew (games and applications coded by 'amateur' programmers) and certain hacks. You'll never have to downgrade for specific games, unless you're referring to homebrew. The ideal scenario would be to downgrade to 1.50 and upgrade to a so called 'Custom Firmware'. Such firmwares, coded by hackers, allow you to play homebrew games/apps and hacks whilst still keeping all the features of the new(er) Sony firmwares and adding a couple of new features as well. Keep in mind that it will void your warranty, but Sony can't always prove installing custom firmware/downgrading is the cause of a brick, so even if you screw up you still might be able to get a new PSP.

Thanks. I don't plan on using homebrews. Does anyone know an official release date for the PSP Slim? Or should I just get this model?

Mega Man Powered Up forum seems dead. If I get it, can I still get the downloadable content for it?

If you're absolutely certain you don't want to use homebrew (I always claimed I'd never use it, look at me now), you might as well wait for the new model. I'm sure you can still get the downloadable content for MM Powered Up, by the way.
