To get a Surfin' Pikachu, you must be up to the Prime Cup Masterball in Round 2. Assemble an unregistered team for battle which has a Pikachu from R/B/Y. The Pikachu must fight in every battle, and you cannot use any continues. Once you win the tournament, your Pikachu can learn Surf.

I'm still getting Pikachu up to Lv100 so it won't get crushed in the battles should I have to use it.
