	He means the developer console, the window which you can use to input commands to further tweak and customize the game to your style, on Counter-Strike v1.3. 	yeah, I think its on the desktop, right-click the icon, and go to properties, there should be PATH, or TARGET, add it there, and use this same shortcut to access Counter-Strike im not sure, so dont blame me if anythin happens!

	the console is for developers though. if you want to cheaqt, your only option is to cheat on Counter-Strike Behind the Scenes or whatever it's called.
