Gee..seems like you have done everything just right for the X-02 to be able to be purchased.

The first requirement you have met ok....to finish in "Normal" with as "S" rating on all the missions, is the thing that should let you purchase the X-02x (assuming you have enough credits (lol), you probably know if you don't, you get the red numbers.

I guess the next question is just exactly what you did after the credits were shown after you finished Mission 18?

Did you perform a "Save" function, and did you do that procedure correctly...that is after the credits, did you get a "Save" option, and did you save it correctly??
I know that might seem a bit basic...but could be a consideration.

Were you using a PlayStation 2, or a PlayStation 3 for the game?

PlayStation 2 has it's own little memory that's actually plugged into the PlayStation 2, to store the games, etc., whereas, the PlayStation 3 requires you to actually generate a memory thingee to store the game data on,using the PlayStation 3 procedures, and you have to "tell" it to "save" each mission.

If you used the PlayStation 2, and had automatically selected the option to "auto save" the game data, that should have done the trick.....then after you saved mission 18 (or it was auto saved), then all you should have had to do, was to select "load", for the finished game,when you start again, and then "SP Continue" (I believe), and then when you begin Mission 1, and "Buy Aircraft" (or whatever), the selection for the X-02 AC should be there.

I'm really not too familiar with PS2 saving procedure, as I use the PS3 for the game, but I think I am close to "guessing" about the "saving" process.

Just thought that by chance, you just might not have performed the "saving" procedure correctly, and then restarting the game again, and doing that stuff.
