I can not seem to keep enough water for any of my cities. Is there any hints on what to do because I always get the water shortage and no water when I check the map. Any help would be appreciated.

You need to place the water pumps near a water source. You can also place water towers in places far from the water pumps just in case water shortage occurs there will be reserves in your city. Also try to place the water pipes under the roads so all the sims get water.
