I'm on my second year ( winter )
I did have the following
jewel of truth:
1.Check the water trough in your Horse's Barn
2.Exchange for 1000 medals at the Horse Races
3.Buy from Won for 50000 G
4.Check one of the lamposts between the Church and Rose Plaza
5.In Mary's Library, 2nd floor, middle set of shelves, furthest one to the right
6.On the roof of your dog house

And not these ones:
1.Play the New Years gameshow on the tv inside of the Town Cottage
2.Drops from the calendar in the Mountain Cottage
3.Take all 8 to Thomas' house and check the refridgerator

I did checked my dog house again and i did got
another jewel of truth
And in the library i found one again!
And i was able to buy it from won again!
Now i got them all whitout waiting 50 years!
But... How do i make the gem of truth
I'm having them all in my rucksack

Im not quite sure but i would assume that u should take all 9 of the jewels of truth and give them to siabara(the blacksmith)

I seriously haven't heard of anything like that happen. I haven't heard of a glitch like that either but if you want to make a jewel of truth I'm thinking you have to do this.....
