how the heck do you light the beacon on the ferris wheel-he isn't tall enough to get the fire arrow directly on the wood which is what they obviously want you to do

You have to do it at night. It will be spinning around. If you stay on the platform that carries you up to the top you should be tall enough !

how do you get it to spin in the first place?

first go to the place where that guy with the pirate thing and that kid thing, go upstairs and put the wind to north and talk to the guy you last passed(I thought east at first but it is north) then jump down and go pass the narrow path and go up the ladder and step on the switch

Make the wind blow north I think then go to the left side of the Octopus game building. You should see a small path that goes behind the building and there is a large ladder. Climb up and step on the switch.

you can stand right by the switch and then turn it north then step on it and when you turn it a different wind direction it will still be turning intill you leave and come back i think but if you stand on the ledge in the tower and shoot it alittle bit higher you will be able to start the light,if you wait on the ferris wheel intill it is perfect then you might be waiting awhile
