You need to get the Fire & Ice arrows from the Queen of Fairies located at Mother & Child Isles.Once you get them, go to Ice Ring Isle and shoot through the blizzard.Go into the mouth of the cave and your inside.You only have 5 minutes though.Destroy all bats adn work your way through it.

'Ice Ring Isle' can be found in grid square E6 which is 3 squares to the right of and one square up from 'Outset Island'.
