The difference between a Master code and a Must be on code?

You know, with action replay you need the must be on code to be on to have other codes working, but sites that give me codes have both of them, and when I looked up the definition of master code, it's the same thing as a Must be on code, so what is the difference? Or do I need both of them on?

they are the same thing
the site you are on may not have a format that seperates PAL codes from NTSC codes, or for that matter the three versions of NTSC
just try both and one should work

better yet, just arcentral.net
they have a whole selection on melee with a crap load of codes that will make you shit your pants with replay value
