Sam fisher has more self control than "Snake" will ever have. Snake loves to kill people and gets luky doing so! Fisher on the other hand is stealthy and is better with his hands. Besides Snake is cold blooded and doesn't think things through.

u actually don't have to kill that many people in MGS2, u can just tranq them. so if ur against killing u can actually kill less people with snake than u do with Sam Fisher.

Fishers all about sneaking in the shadows then killing people, in metal gear solid, you can do that, but you can alos run around killing everyone and blowing up everything and come out alive, unlike Fisher, Who ain't really that good unless he Has the element of suprise.
