One or more of your teams in your "saved" roster's are over the cap, which disable it in season and franchise modes...check which team is over and get them under...

Heres whats going on: When you edit a player or buy a player that over passes your salary cap a message will pop up saying that if you continue with the transaction or modification your salary cap option will be off "untill" you "reset" your roster. You reset your roster in the settings. (there is no way to put the salary cap on, not untill you reset your roster)

RE Madden 2003: In order to start a new franchise with salary cap on, do the following: 1) Remove all memory cards from the console. 2) Restart the game. 3) Click "yes" to proceed without a card 4) Do not enable autosave when it asks you 5) Proceed to the regular menu page as normal. 6) Go to SETTINGS and click on LOAD/SAVE 7) At this point, put a memory card in the slot. 8) Load your Roster and your profile. DO NOT LOAD SETTINGS 9) go to GAME MODES and click on FRANCHISE You should be able to proceed with creating a new franchise as normal from here. YOU WILL HAVE TO CREATE NEW GAME SETTINGS FROM SCRATCH but this is a lot less hell than recreating rosters for most people. You can either re-do your settings before or after you create your franchise. If you create them beforehand, DO NOT SAVE THEM because they will override the settings on the memory card. If you wait and save them once the franchise is created, then you will have fresh settings for your franchise, while the old settings will remain on the card for other game modes.

heres how u can get the cap back without pulling out your memory cards:
go to options/memory card, go over to the delete tab and press x. now, highlight the file that says "DEFAULT" under file name and "Settings" under file type. press x to delete the file, and when the warning message pops up, select yes. now reset your console. youll need to redo your settings, but the salary cap option should return. this will work even if some teams are over the cap.
one thing u should be aware of, though: if you continue editing the rosters, and you get the "over the salary cap" message again, don't save your settings file until you've reset the console. otherwise, you'll have to do this again.
