I disagree. For one, cell phones are a big part of communication, and it's helpful when you're out of the house or on the road. I can't tell you how many times it's the only option when I want to contact family and friends. Secondly, I don't see what's so bad about murdering the English language while texting. I think it's more convenient if you abbreviate and shorten some things up. It should only be a concern when someone constantly butchers the language when not using his cell phone. When I text, I don't use proper English, because it's much more faster to do it that way. My messages are understandable because the responses I get actually respond to what I said. Lastly, I think it'd be too easy to acquire a cell phone illegally without your hypothetical license. Instead of your idea, I think that cell phones should be confiscated on sight when on school premises.
