There is a video on YouTube (FNDFilms) who had to do the exact same.
1) Play loud music in the library. 2) Dress up on a street corner as a pink gorilla and dance various styles of dance. 3) Drive through the drive-thru backwards. -------------------

Simply gather a LARGE group of people (100+) and all wander any public venue in just your underwear. Pretty harmless, and if you look good, there's a lower chance that people'll call the popo on you for public indecency.

Nah you should walk up to people and invade their personal space. For example, you see that bloke stood against a wall waiting for a friend? Walk up to him and stand right next to him. See how close you can get before he reacts.
