if you are using a spell like firewall for instance, with the casting delay if you had 100% faster cast rate would that make the delay go down?

like if it lowers the cast rate it lowers the amount of time between when u can use the spell again, essentially the cool down time so u can use the spell quicker after u just used it

Well I don't really understand the above post very well, but to answer the question, try not to think of it in terms of how much you are delayed between each spell, but rather, the rate at which you are able to cast. So if you manage to get your cast rate to 100%, you would be able to cast it, then cast it again twice as fast as you would if you didn't have faster cast rate.
