How do I open up Noki Bay? I have every episode of every world beaten but I can't figure out what to do with that band of light near the docks, and Noki Bay is the only place I haven't been.

The red coin fish is kinda easy, lol.

I have 119 shine sprites, I can't find the final blue coins. I have 6 blue coins so far, only 4 tog o. I have the manual, but I wished I did the game in steps so I knew which one's ive done...
