I built a city with enough commercial, industrial and residential zones and also a school, enough roads, a recycling center, everywhere powered and watered, but no mass transit (but the city was so small I don't think I needed it) and nobody's moving in. Can someone tell me why?

Nobody's moving in? Well, it isn't a bug. Check "Meet" and click on each advisor. You'll see how well you're doing with their department. Take their advice. If all of your ordinances are money-making for your city and you don't have any money-spending ordinances, enact some of those. You'll probably find out what the problem is by doing that.
I don't know how important the Sims think mass transit is. Are your roads filled with traffic? This is something that Sims don't like, and they would prefer mass transit. You should find out how much your Sims want mass transit. | |

The population is zero!? Have you powered, watered, zoned, and have streets close enough to the zones? Are you placing those water pumps next to salt water?

This may sound stupid, but make sure you have unpaused the simulation. Also, make sure everything is powered, watered, and has access. Good luck.

If you have a massive area of residential for example, stick a road straight through the middle to divide it up.

i agree with CDIAZ17
it seems to me that you have not unpaused the simulator the speed contorls are located in the bottom right hand corner with 4 speed incriments and play and pause buttons.  | |
