Is it true that in the xbox versions of GTA 3 and Vice City that you can go inside more places? Almost like a free roam when there's not a mission taking place?

no, in both GTA games for the xbox, its the same game just smoother graphics and faster loading times. there aren't any extras where you can go inside more buildings. sorry.
