It has to do with the time trade.
When bill leaves the poke center he says it will be up and running tomorrow in all centers. Will it or is there certain things to be done before i can? | |

not really. you just have to have moves/pokemon that they had in red/blue/yellow and you can't send pokemon or move that they didn't have in r/b/y.
