You have to visit the Pokemon Center in Ecreteak City. On your way there, you'll run in to Bill. He'll say he has just finished installing the trade machine and he'll tell you they'll be ready for use the next day.

And next day you can use the trading machine.
Simplish.

thanks but that doesnt help, i already beat the elite four 15 times adn my pokedex is at 215 and to complete it i want to trade and ive traded before but now its just like im sorry but the trade machine is being adjusted and so now i cant trade and ive looked every where for whats going on and no one knows

Are you sure about that. Try trading once again, and reply back here with the exact message you receive. If you can't trade, then I suggest you try somehow getting hold of Pokemon Stadium 2, and a controller pack. (assuming you have a N64)
