someone told me that every wenseday and saturday a fat guy is outside of goldenrod game corner and his willing to teach your pokemon either flame thrower ice beam or thunder bolt for 4000 coins but i keep switching the time and date to wenseday and saturday and the fat man is never outside of the game corner

Lol, I'm not sure if this was available in Pokemon Gold and Silver. This feature was available in Pokemon Crystal. Maybe it was on those extra exclusives only available to Pokemon Crystal. Sorry, it's been 5-7 years since I last played the game.
