ok i just got to ecruteak city and talked to bill in the pokecenter and all, but the lady upstairs says the time capsules still being adjusted.....

Lets see..... try leaving the pokecenter. It's been like 3 years since I've played the game, but I'm pretty sure It should be working at this point.
