Well remeber you can catch Caterpies and other Pokemon levels after there suppose to evolve, and vice-versa Metapods at like level 2 and 3. Remeber, things don't have to be cannon. It's roughly based on the Anime, so the reason trainer Pokemon have set levels is so you don't have random evolutions, on the Anime it took a lot more to evolve a Pokemon.
