my sis says she saw it in a cave in Johto but she wont tell me witch 1... could anyone help me?

Porygon doesn't appear in the game. You can only buy it off Celadon's game corner.

i know it doesnt show on the map but Jnyx doesnt show on the map and u can still find him...

Then you're tripping, Jynx in fact does appear in the map. You can catch in the ice path, check any walkthroughs, you'll see you can't catch porygon.
