There were originally going to be 4 Outbreak Files in the series, but when Capcom got about half-way there when they finished File#2 and received bad reviews for it, they gave up. Each File was supposed to contain 5 scenarios, so...since there were originally 20, then if you add 5, 4 times then you get 20. Well I hope this answers many questions regarding the series...

Wait wasn't there supposed to be MORE THAN 20? That's what I've heard according to the rumors...even Wikipedia said it:

vixian, how do you know which scenarios were intended for File 3 and which were intended for File 4?

Each File was supposed to have 5 scenarios
