You can buy them in certain shops, you'll have to play though the game at least a second time.

In Weapon Master mode you must gain enough experience points to earn the ranking of "Iron Edgemaster". Then you must complete Chapter 4 Stage 3 with this ranking. This opens a new area where you can purchase the last weapon for every fighter.
