What about Wes and Michael? They drive a hover bike-thingy and a hover scooter, respectively.
And all of the other vehicles in XD, the helicopters, the boats. And the boats in the other games, and the van you arrive in in R/S/E. And then you've go to take into consideration that all of the pokemon regions put together are no bigger than a medium-sized real-world city. Most people don't need engine-powered transport. Something being everywhere doesn't mitigate against it being strong.
