No, he evolved it from golbat.
But it's still a simple answer. A pokemon's happiness is based on how much the pokemon likes the trainer, not the other way around.
Just because Cyrus does not love his pokemon, it does not mean he does not look after and treat his tools well.

If he doesn't love his pokemon he would rather treat his pokemon as slaves instead.

Think of it this way: You are a farmer. You don't really like your animals, you certainly don't love them. But you look after them, and treat them well becuase they are your livlihood, and if they are not happy, then they might get ill, or won't produce eggs or milk, etc.

He treats them well because he knows it is a necessity.

I mean, everybody walks or have a bicycle! Doesn't engine powered transportation exist in the pokemon world?
