	You can find him in the first area you are in [when you walk in the Safari Zone] If I'm not mistaken, having a Pokemon with the static ablity in front of your party will increase your chances of finding electric Pokemon, so it should help. -------------------

	Instead of Static, keep Syncronise. You might not find Pikachu but you will find it with an item (50% Chance)Since Light Ball Pikachu+Ditto=Pichu with Volt Tackle

	Synchronize has nothing to do with held items. It can pass nature to wild pkmn.

	Status problems is it's battle effect, bu it has another effect outside the battle. Also, if you want to increase chance of wild pokemon having item, compoundeyes is the right ability.
