I have heard part 2 is better, because all the combat when youre on foot sucks in part 3. which is better for replay value?

I would say that II is better because, really, there is nothing new in III except the boring running and shooting, AND THIS IS ROGUE SQUADRON! NOT RUN AND GUN BLASTER SHOOTER GUY DUDE LADY 'MAM GAME!

Actually three is better since the entire second game is in co-op mode. And the running and shooting isn't perfect, but the game lasts longer than RS2 anyway.

Rebel Strike is so much better, the graphics are better, gameplay is better and of course there is also the Multiplayer.
