There is a simple reason as to why Jak doesnt talk - it's a clever method of retention on Naughty Dog's behalf, and one which is becoming ever more common for lead characters of video games today. Because Jak has no voice or opinion, gamers are immersed further into the game because they are able to create their own perception of his personality and how he would respond to certain situations - so in a sense, you are Jak.

Well in Jak II it's hinted that Jak used to be mute. It makes sense though. Since at the beginning it's shown how they have a two year seperation so Jak might've had to learn to speak for himself. Not that any of that is revealed, it's just a theory.

Anyways, after Jak says his (or rather yells) his first words at the beginning of the game to Daxter, and you escape, you come across an old man and child. Jak is being rather RUDE to the old man and the kid, and Daxter says "You'll have to forgive him, he's a little new to the whole talking thing". This is a hint that Jak might've been a mute.

Holy crap this is ridiculous. Jak doesn't talk because he just doesn't want to. Why does he need too? Daxter can say anything for him AND DOES. Jak can't possibly have left over scars from Haven City because he doesn't remember being there. He was viewed as a mute because he didn't talk but obviously he could, he wouldn't just open his mouth about ready to talk if he was going to just grunt. He hadn't talked when he was a little boy either. He had been taken from his father Damas. He ended up forgeting because he was so young but he just never started talking again. He wasn't talking to Daxter on the boat ride to Misty Island, he was laughing. Him and Daxter fell and I guess he found it funny. If he had talked to him before that Daxter wouldn't have said

Not something someone usually says to someone that has spoken to them before. It would have been weird if he spoke in the first game. It would have taken away from the plot line. Jak is the cool character and is funny in his jerky ways. Daxter is the funny character in his pervy and smart ass ways. Best duo I say. Hate their girlfriends though. At least it wasn't Keira....

Ha! I got it! J&D is made by Naughty Dog, the same guys that made Crash Bandicoot!! And guys, remember that Crash dosen't talk either! Maybe they want to mute all main characters...

Crash Bandicoot is a bandicoot.Otherwhise his name would be crash fox. A bandicoot is a marsupial like a kangaroo.
Also Jak doesnt talk because either daxter interupes or a nod will do fine. he could nt larengitis if he can still grunt and fall screaming to his doom.
