For some reason, I can't look at my town. The eye button isn't there. I mean, i can some times but not on some. Can someone tell me whats wrong???

You're probably not playing a regular game. In the special scenarios the 'arial view' isn't a feature, seeing as they normally include special city improvements that aren't programmed into the game properly.
