Apparently they're ready to release some new plugins for the game already, but they seem to plan to charge $1.99 for each. Currently the armor for horses is available, but the site also lists the orrery and the wizard's tower as coming soon.

indeed, unfortunatly Beth Soft have noticed the rise in the modding market and see that they can make money out of it by charging for the Official plug-ins
I believe if they noticed sooner, they would have charged for the Fire Siege plug-in they offered for the Morrowind version
must say, thank god you get the Construction set with the game 
p.s plan to link Official plug-ins in the Mod thread when they are released, will also take note of the site given

Yeah, I'm a little annoyed that they're charging, but odds are they'll end up on other sites and torrent programs and other peer2peer in the long run, LOL. Atleast they arent charging too much. And I never got to the Fort Firemoth quests, though I had downloaded them.
I dont know if I'll end up buying that horse armor, I never use the horses to begin with, ever since the 'incident' with the one I got free from Weynon Priory. I dismounted to deal with a bandit, and the bandit and a wolf ended up chasing my horse off into the brush and taking it down >.<
As for the other two, I'd probably get them...eventually....
