For instance, I begin a game. destruction is chosen as a minor skill. I get a destruction spell on self. something like weakness to fire 1pt for 2 sec on self. I am still at level one, for I have not been utilizing any of my major skills. If i constantly cast the spell on self to build destruction, will destruction build faster than If I were at like level 30, or 2, or anything greater than level 1?

No the leveling of the skills itself is slower or faster

for example: blade as minor skill and lets say that it starts at lvl 15, then to get to level 16, you need to practise it a lot less then when you go from 30 to 31

so if you choose it as major skill (which makes you start at lvl 30) you gotta put more time in using a blade than you need to do when you choose it as minor

so you characters level doesn't matter, only the skills level!

HOWEVER from level 1 to level two, all you skills are low, and you need not much to increase you characters level, so it can be fastly done, although when you are level 30, you need to increase more skills to level then when you are level 1 going to 2!

AND cause at level 30 your skills are much higher, it takes exponentially more time to level from: 30-31 than 1-2

Yeah skill level is a determining factor, not character level. Also your speciality (Combat, Magic or Stealth) and if it's a Major or a Minor skill all play a part in how fast skills level. Also I would tend to level skills of the same attributes together, so would do Destruction with Restoration and Alteration for the Modifiers at level up .

You didn't mention modifiers on level nor did you mention speciality... hee =P. Since 10 skill ups of the same attribute at level up gets you that really nice +5 after all ^^.

ow yeah that, but attributes don't matter to leveling, only on effects of your character!
