i press ~ to open counsel buut it never apears

Oh, so the American Keyboards have ~ where I have |. Didn't know. Sorry. Can't help you then, maybe you need to reinstall it or something. Good luck.

American and European keyboards are different Tyhon. For example there is no £ sign on the american keyboard and the key for 2/" is switched with @/' with that said the ~ key is to the left of 1 on the american keyboard whereas | or what I have ¬ is to the left of the 1

However some versions of Oblivion don't come with the console command enabled which means you have to enabled it yourself. In order to do this find the .INI that is in C:/My Documents/My Games/Oblivion (it will open up in Notepad)

Locate the [general] area which is usually at the top and either search for benableconsole=0 or add it in yourself (switch the 0 with 1 to enable the console. In other words 0 = off and 1 = on)

Save the .INI and load up the game. Press ~ and you should have the console

i opden the note pad thing up and couldnt finde it under "general" so i typed it in as benableconsole=1 and saved it but it dident work

The line isn't benableconsole, its bAllowConsole. Set it to bAllowConsole=1.

I do with my laser mouse (not wireless) it keeps turning off and on >.<
