I've completed the quest "Boot of Springheel Jak" (it says that I've given the boots to the Gray Fox in my journal) and I've waited days for Amusei to show up in the Waterfront, but no luck. Is this a known glitch? Thank you!

happened to me once, went waterfront and waited 3 days but nothing, then went to the arena and waited 2 days and he showed, just try waiting in diff places.

It could be due to a number of reasons, not going to go into them... As I'm not sure if he spawns there (He appears there at a set time) or if he walks there like normal... If he spawns i have no idea whats wrong.. could be a script going haywire.. I dunno... But if he walks there than hes probably Drown/get stuck opening a door/ walking into a wall/ got into a fight, need I go on... any way there's a simple solution (Note: use this only as a last method, try waiting etc. some more as this could affect your game negatively) Just use the console command "Player.Placeatme" and search Google for Amusei's code... Walla he appears at your feet... Good Luck, Dirty thieves.
