First, you need to complete the first mission, where you unlock the fan boat. Have you done that yet?

Talk to Gordie. The fanboat can be found in Glasstown. When you enter Glasstown from Sim Quarter, not Urbania, on your right there will be a set of steps leading down to the dock. Just confirming what Irrefangible said. If you enter from Urbania, just go past the little coffee shop until you see the stairs. Then, go down 'em and there's your fan boat.
Also, to get to Nutria island where the critters are, just go a little north from the dock and left a little. ------------------- <3

The stage is in the theatre in Glasstown. Go inside, then go to your upper left. There should be an archway. Go in, and there should be a stage. You need to put FIVE DECORATIVE ITEMS on it. Eg., you cannot decorate it with a bed. You could just paint five pictures and stick 'em on, so you don't have to buy anything.
