Oh man, I should've asked what model of PSP you have. If you can use pandora you can do it, but not all PSPs can use a pandora.
9.90? Well that doesn't even remotely exist. Go to system settings > system information, see what it says about your firmware.

i figured it out now i used hellcats flash installer to go to 5.00 m33. then updated from there. is PSN down atm tho? cause i was downloading fine last night, but now when i try to get on i get an error code and my back button goes into chinese after a second. i also cant get on using medai go.

EDIT: ok its back up. i can get on now. man i cant wait for the LBP demo!
