I think cell and majin buu are the strongest...because of the absorption technique and the regeneration ability. if cell or majin buu should come across a fighter stronger than himself he can just absorb them, much like he did gohan and gotenks.
the regeneration ability makes it nearly impossible to kill either on of them before they can regenerate. cell takes this to the next level by using his saiyan DNA taken cloned from vegeta. whenever cell survives a near death experience his power increases ten fold. | |
