What's to say? It can actually pull this off. It doesn't get much slower than this, and Trick Room makes it one of the fastest things in the game. Depending on how hard and how soon you want it to hit, Life Orb may be an option. If you don't like the idea of Trick Room, then you can run Adamant with Slack Off and a normal speed IV.

Special version of the first set, but this one hits harder. If you don't like the idea of Trick Room, consider Modest with a normal speed IV and Slack Off.

Other major move/set options: Fling, Thunder Wave, Block, Skill Swap, Light Screen, Focus Punch, Amnesia, Yawn. Slowbro makes for a great damage sponge and support pokemon.

Choice Band is an interesting choice... but yeah I should point out that Honchkrow is old news, we know his Sucker Punch pwns but he gets raped by fighters who resist (not Medicham/Gallade)which are the strongest sweeper.
