tried updating and downgrading drivers for sound card and ati radeon, messed with settings on catalyst and ati tray tools
messed with a/v performance meters. installed codecs. but nothing

POP ttt gameplay runs perfect and flawless except for the cutscenes and logos. everytime. Skips and choppy audio and video. Sound may play before video than the video will try to catch up the stop. Audio will stop and try to sync. Nothing will work. I really need help with this. Far Cry does the same thing. Gameplay runs perfect but intro and cutscenes skip. WMV and MP4 among other video files run flawless. Just the cutscenes to all of my games. PLEASE HELP

Your computer is probably just barely meeting the minimum requirements to run the games, or not meeting them at all.
