Is the internet at all useful outside? I remember with my friend and his iPhone 1G he could get limited signal most places outside. Does this apply to the new iPod Touch? Or is it solely based on wireless internet connection? And is it at all reliable or handy at that?

If the wireless connection stretches that far then yes. I've used my Touch outside (I was locked out of my house ) of my house and it worked pretty well.
