yeah liu bei (shu) is better than cao cao(wei)
its only 3 cool ppl in wei but its way more ppl from shu thats cool as huang zhong, guan ping, ma chao and jiang wei.

Come on the answer to this is quite obvious. Cao Cao is by far the better warrior and the Wei army is massive+hardest to beat. Not to mention all of his officers are very formidable foes. DUH!!!
