I am having a terrible time trying to obtain the "Cyclonic/Cyclone Pump" for The Steel Shipwright quarry. I have gone to the robot Bivine, and every time I look to buy one, it's not there. Is there a time when this item is purchasable? Have I missed the opportunity to have one? Can this item be used in anyone's Revelation Flow? I am currently on chapter...

after a certain point there should be a way to buy them. If when you get a quarry that you dont have any access to the item, do not worry about it, and just move on in the story. I am at the end of the game and they are still available, so you can't miss a chance to buy it.

Dude... haha that one's easy. In the very room that you fight the steel shipright there is a robot shopkeeper that will sell you the item. He's on the second floor of the room in the northeast corner. Check it out. And the steel shipright isn't hard to beat either.
