i approved more expensive stuff at the assembly many times until i cannot approved it anymore it says that u should have the rank 39 items in the game and you should be in land of carnage for you to get the legendary items but i cant find excalibur but i can find beam axe and beam javellin

What exactly is "it"?

The best equipment you can buy from the normal store is Rank 38. You can buy Rank 39 items (even Rare or Legendary) from the branch in Item World mystery rooms.

Beam Javelins are Rank 38, not 39.

However you found a Beam Axe, you'll be able to do the same to find the other Rank 39s for which you're looking.

Q : How can I get r39 items?
A :
There are 3 main methods used to obtain r39 items.

1) Stealing them from characters in the IW. R39 equipment can start to spawn on enemies that are level 120 or higher, and there is a 1/32 chance that any piece of equipment is a Legendary version. So, one of the ways you can start getting r39 items is to go into the IW of items which have enemies over level 120. The level that the enemies in the IW START out at on floor 1 with NO SEB passed depends on the rank of the item, with r39 enemies starting at level 127 and r40 items starting at level 255. Other items can be used to spawn the level 120+ enemies, but you will have to be further into the item (e.g., 10 floors into the item).

2) You can get r39 items from the Bonus List. This entails using the Geomancers "Bonus Change" technique to change the items in the bonus list until the legendary r39 turns up. This involves first finding a map in a high rank item (e.g., r40 item) in which the whole map is covered in the same colour Geo Panel, has 3-4 different coloured geo symbols and a island or gate keeper so 1 enemy can be isolated. You then set off the geo chain to fill up the bonus list points, kill all of the enemies except for the isolated one (the gate keeper or the one you can throw onto the island) and then pull out some Geomancers to Bonus Change the Bonus List until the item you are looking for shows. This can take A LOT of Bonus Changes to get the item you are after, so an army of 5 Geomancers using Bonus Change will speed up the process (It took me 50 turns to get my Legendary The King).

3) You can steal a r39 item from the IG of an r38 item in HV or LoC. There is however only a 1/32 chance that the r39 item will be Legendary so this method will involve resetting the game until you get your Legendary version.

Other methods include buying a r39 from an IW MR shop, getting one from a chest in IW/IW MR and randomly finding one on a DW Bonus List (you can't do Bonus Change in DW).

Q : How can I get r40 items
A :
You can ONLY obtain your first r40 piece of equipment by stealing it from the IG2 of the corresponding Legendary r39 piece of equipment in the LoC. This will involve leveling the item up in Holt until floor 99, gencying out, going to the LoC, saving, reentering the r39 item, clearing/skipping the 99th floor and stealing the r40 item off the IG2 on the 100th floor. If you reach the 100th floor of the legendary r39 item in Holt, gency out then enter it in the LoC then it will be carrying random stuff. It will ONLY carry the r40 equipment the first time you encounter it. Once you have a piece of r40 equipment, you can then steal a duplicate piece off the IG2 in HV or LoC. Special, one at a time only r40 equipment is obtained from doing various side quests.

Would you say that it would be easier just to nab a few 9999 nekos and "kidnap" the enemies with the items rather than train up a theif?
