a non thief character can steal a legendary items that has a maximum chance of 50% while the thief is 99%.. I want to steal the legendary items as early as possible without having a thief in what level i can steal with the chance of 50% I can steal the item?

Go capture a lvl 9999 Neko and you can use it to steal anything you like ...............

Neko trick

At 4-3 there are a bunch of Neko's on +10% Enemy Level panels. This can be used to level the Neko's up, which you then capture. You can capture an enemy roughly x2 the level of the strongest guy in your base panel, so if you have a lvl 50 guy in your base panel then you can capture a lvl 100 Neko, then 200, 400, 800, 1600, 3200, 6400 and then 9999. So it will take roughly 8 "cycles" of the neko trick to get a lvl 9999 Neko.

The best way to do this trick is to level ALL of the neko up at once, then capture 3-4 Neko's and defeat the rest for HL. So pull your strongest guy out and put him near the +Enemy Level geo symbol, let the Neko's level up then destroy the symbol. Then start luring the Neko's across the bridge 1 at a time and capture 3-4, then get your strong guy to clear the map. Now go and heal all the Neko's at the hospital, equip them with the best stuff you can and start a new run. Pull 2 Neko out and place them near the geo symbol, level the Neko's up, destroy the symbol, capture 4 and kill the rest. Rinse and repeat until you have some lvl 9999 Neko's. These Neko's can be used in battle, but that would be EXTREMELY cheap. I suggest to use them to reincarnate into new characters with a good stat boost and 9999 Stored levels. They can also be used to steal r39 equipment from characters in the IW (50% chance), and you will get all the TOO HIGH and WAY TOO HIGH subpoena's you will ever need for collecting Felonies. I would suggest to do a couple of runs of killing lvl 9999 Neko's to get a heap more HL for "100 Fists" used to get Armsmasters.

Thieves' steal% range: 1% - 99%
Non-Thieves' steal% range: 0% - 50%
