There are 2 switches/lock, but the switches/locks are right next to each other, so that means they are either touching from top to bottom, or left to right. What I did was, I beat all the trainers, then at the top right, start checking for switches and go all the way to the left. If you encounter a switch in the top row and you're going to the left, the switch is either on the left side of that switch or below it. If you first don't get it right, exit the gym and reenter and try again.

You don't need to exit the gym and re-enter - the locks are moved to a random place if you get it wrong. Just sweep the trash cans and when you find the first logk, the second lock will be to the immediate left, right, top, or bottom - when you find the first lock, just cross your fingers and choose a direction. You will get it eventually.
