I have a level 28 charmeleon but I dont have any other pokemon and I can't beat Misty help

Don't panic! If you don't have any other Pokémon, then you're in for some hardcore training, but it is very possible!

Go across nugget bridge and turn West and the West again, and catch an Oddish. Train this up to about level 22, and you should be fine against Misty.

While you're at it, you should train the rest of your pokemon up (you did remember to catch some, right?) to a decent level. Because otherwise, if your charmeleon faints, you're pretty screwed

Actually, you may be able to make it with a Charmeleon if you train him a bit more. His level is kind of high, and if you avoid using fire attacks, you may just win. If not that, go back to the forest and look for a Pikachu. If you manage to find one, train it and go try to beat Misty again.

Pikachu is a good idea, but you can't go back to the forest until you have defeated Misty and learnt Cut. I'd stick to Oddish

I would stick with Pikachu too because water is weaker against thunder than grass/poison, but grass/poison is still pretty effective, and does extra damage for weakness. Yeah, since you've already passed Pikachu up and you didn't know you needed him I would catch an Oddish then after you beat Misty you'll have to catch more Pokemon to beat the game.
